Fort Madison serves as a shared county seat for Lee County alongside Keokuk, making it unique among Iowa’s 99 counties. Situated in the state’s southeast corner along one of the widest portions of the Mississippi River, the city rests between small bluffs. It is also the location of the Iowa State Penitentiary.
